Man caught with child porn; fantasized about sex with woman and her daughter, police say

RICHLAND, Wash. — A Richland Man, who authorities say admitted to fantasizing about having sex with a mother and her daughter, is arrested for suspicion of several crimes related to possession of child pornography. 

Investigators say a cyber tip was created by the National Center for Missing and Exploited Children, NCMEC,  after images, allegedly from his email were flagged as child porn. 

Authorities say the photos were of a naked woman, along with a naked child who was estimated to be between the ages of five-to-eight years old. 

Later, authorities say they seized two cell phones and other devices with a search warrant. 

Both cell phones had numerous images and videos of child pornography, according to court documents obtained by Action News. 

Investigators estimate one of the children was 10-years-old, the other girl about 14-years-old. 

Court documents say during an interview with investigators, Irwin allegedly admitted the email attached to the cyber tip belonged to him. 

Irwin also allegedly admitted to investigators he had gone to websites that had child pornography, downloaded photos and videos from the websites and sent child porn to another person. 

Irwin allegedly said he had a fantasy of having a sexual relationship with a mother and an underaged daughter. 

Court documents say in Irwin’s home, authorities found two beds with two mannequins in each bed, one appeared to be dressed as an adult woman, the other, a smaller mannequin, dressed as a little girl. 

Irwin was arrested for suspicion of possession of depictions of a minor engaged in sexually explicit conduct in the first degree, possession of depictions of a minor engaged in sexually explicit conduct in the second degree and dealing in depictions of a minor engaged in sexually explicit conduct in the second degree. 

A judge set bail at $100,000. If Irwin is to bail out of jail he cannot have any contact with minors. Irwin’s next court date is scheduled for February 12.

2 arrested in Madison Heights human trafficking bust, third suspect at large

Investigators announced the bust of a human trafficking ring involving girls – teenagers or even younger – at motels in Madison Heights on Tuesday.

Oakland County Prosecutor Karen McDonald charged 36-year-old Lavonte Sampson of Harper Woods and 40-year-old Chrystal Forgays of Warren. A third suspect, Carl Perkins, is currently on the run.

“This crime is happening right here in Oakland County,” said McDonald. “This is a lucrative business and that’s why we have an enterprise charge here.”

It was the fall of 2020 when Madison Heights police began their investigation in conjunction with Homeland Security after an anonymous tip about prostitution, but ended up charging them with conducting a criminal enterprise.

“They have been working diligently on this case since October of 2020 – and it took until just a week ago to finally get the charges to fruition,” Chief Corey Haines, Madison Heights police.   

A third suspect, Carl Perkins, is on the run, police say.

The prosecutor’s new human trafficking division partnering first with Madison Heights – but will likely partner with more police departments given the prevalence and seriousness of this type of crime.

“These are cases where we have teenage women – no teenage girls – actually being trafficked into prostitution, children exploited in the worst way imaginable by adults who trade their bodies for cash,” said McDonald.

McDonald says they’ve seen cases involving girls as young as 9 years old.

“The pandemic has made this – it has complicated this situation and I think it has made children more vulnerable,” she said.

Children who are online – but isolated from teachers, coaches, and friends, are being targeted.

“Children are often trafficked – the average age is 13 that they’re trafficked – that’s just a kid,” she said.

Blythe Tyler is president and CEO of CARE House of Oakland County. They are conducting several webinars for parents and teens regarding social media and recognizing predatory behavior – since so often victims are recruited and groomed online.

“We really have to be extra vigilant – especially during this time,” she said.

Suisun City police arrest teacher on child sex charges

Police in Suisun City arrested a local educator last week following allegations of child sexual abuse, the agency said in a statement on Monday.

The teacher was identified as Stephen Gallagher, 54, of Fairfield. He was not in custody at the Solano County Jail as of Tuesday afternoon, according to a review of booking logs by Solano NewsNet.

Officials say their investigation into Gallagher began after an unnamed former student accused Gallagher of sexual abuse. The alleged abuse took place between May 2016 and March 2017, police said.

During that time, the victim was in the third grade and was a student of Gallagher’s. Police did not say what ultimately led them to conclude the allegation against Gallagher was substantiated, but they confirmed he was detained last week after a judge signed a warrant for his arrest.

Gallagher has worked with the Fairfield-Suisun City Unified School District since 1999, according to a social media profile reviewed by Solano NewsNet. He was previously employed as an educator with the Travis Unified School District and the Vallejo Unified School District.

Without using his name, a spokesperson for the Fairfield-Suisun City Unified School District confirmed Gallagher had been placed on administrative leave following his arrest.

“It is with shock and sadness that we share with our community that the Suisun Police Department has arrested one of our teachers on charges of child sexual abuse,” the school district said in a statement. “He allegedly abused one of our elementary students when the student was in the teacher’s class four years ago. The teacher has been placed on administrative leave and removed from the classroom.”

Central Texas man charged with promotion of child pornography

GATESVILLE, Texas (KWTX) – A Gatesville man charged with two counts of promotion of child pornography remained in the Coryell County Jail Tuesday.

Dustin Lane West, 25, was arrested Friday by the Texas Attorney General’s Office Child Exploitation Unit after an investigation that started with a National Center for Missing and Exploited Children CyberTiplinereport involving the upload of images of child pornography.

“Investigators discovered clothing from the child at West’s residence. Investigators also seized additional devices for examination by the Digital Forensics Unit,” the Attorney General’s Office said in a press release Tuesday.

West was also held Tuesday on criminal trespass, criminal mischief, theft and possession of a controlled substance charges, according to online records.

Ex-Army Officer Jason Musgrove Gets 30 Years For Making Child Porn

39-year-old former U.S. Army Major named Jason Musgrove has been sentenced to 30 years in federal prison for producing and distributing child pornography.

In September 2020, Musgrove pleaded guilty to having installed a hidden camera in his home bathroom, secretly recording images of children under the age of 18 using the facilities and later selling them online.

“My crimes have blotted out all the good I’ve achieved in my life.” Musgrove told the judge during his sentencing hearing, according to WHNT. “I am a burden on society. This is a position I despise and never expected to occupy.”

In addition to serving 30 years in federal prison, he must pay restitution to his victims and undergo supervision for 15 years after his release. He is also forbidden from having contact with any children under the age of 18, including his own kids.

Musgrove was arrested in December 2019 after an FBI agent chatted with him in an incest-themed chatroom on the chat app Kik. The agent caught Musgrove sharing nude pictures of a teenage relative—an apparent initiation requirement for the chat in question.

In his chats, Musgrove said he had installed a hidden camera in the relative’s bedroom. He also discussed plans to drug and sexually assault her. He said he was exploring “the proper ingredients for a good night cocktail” to drug her including possibly “mixing some cherry NyQuil into a Dr. Pepper.”

In private messages with undercover agent Tripp Godbee, Musgrove said he had touched this relative in her sleep, had masturbated to her images and had sniffed her dirty panties. The name of his relative and her relationship to him were both withheld by authorities.

On Feb. 6, police made a traffic stop for a vehicle with no license plate near Pacific Coast Highway and Lemon Avenue. The driver, Reson Richard, 27, did not have a driver’s license, was on supervised release from incarceration and is a registered sex offender, police said in a statement.

The passenger, Samantha Davis, 21, had an outstanding warrant for prostitution.

Officers noticed a young girl was sitting in the back seat, and vice detectives later determine she was a runaway from a placement home in Simi Valley who was being trafficked, LBPD said.

The girl has been released into the custody of the Department of Child and Family Service, authorities said.

Richard and Davis are being held on $150,000 bail. The case is expected to be filed with the Los Angeles County District Attorney’s Office Tuesday, police said.

Man in 70s dies after getting vaccine at Javits Center; not believed to be allergic reaction:

HUDSON YARDS, Manhattan — Health officials confirmed early Monday that a man died shortly after getting the COVID-19 vaccine Sunday morning at the Jacob Javits Convention Center in Manhattan.

The man collapsed as he was leaving the Hudson Yards vaccination site, New York State Health Commissioner Howard Zucker said.

On-site security and first responders rushed to his side within seconds, however the man died at a local hospital a short time later, according to Zucker.

The FDNY said the man was taken to the hospital by Senior Care just before 11 a.m. Sunday.

According to Zucker, the incident occurred about 25 minutes after the man received the vaccine.

This was following the required 15-minute observation period, “where he exhibited no adverse reactions or any distress,” Zucker said in a statement.

“Initial indications are that the man did not have any allergic reaction to the vaccine,” the health official continued.

Zucker said that he and other public-health experts agree that the coronavirus vaccine is safe.

“I encourage all eligible New Yorkers to get vaccinated,” Zucker’s statement concluded.

The NYPD had no further information on the incident when PIX11 reached out early Monday.

The mass-vaccination site first opened at the Javits Center on Jan. 13. The convention center was originally used as a field hospital after the coronavirus pandemic first struck last spring.

North Texas congressman Ron Wright has dies at age 67, according to reports.

Wright died Sunday while being treated for cancer. For the previous two weeks, Ron and his wife Susan had been admitted to Baylor Hospital in Dallas after contracting COVID-19.

Wright represented Texas’ 6th congressional district which included Arlington and southeastern Fort Worth.

Congressman Wright is survived by his wife, Susan; his son Derek; his son Justin and wife Susan; his daughter Rachel and husband Jeff; his brother Gary and wife Janis; nine grandchildren; cousins and extended family.
