Sheriff’s Office unveils its 10 Most Wanted list

WHITESTOWN — The Oneida County Sheriff’s Office has released their list of the 10 Most Wanted fugitives for 2021.

Among the 10, one is already in custody, one is a Rome woman accused of attacking a neighbor with bolt cutters and one has been on the Most Wanted List three times.

“We are reaching out to the community for your assistance,” said Oneida County Sheriff Robert M. Maciol when he announced the list on Thursday. The sheriff said the annual list is comprised of 10 individuals wanted by his warrants unit. He said these people may not have shown up for an appointed court date, may have skipped out on a sentencing or any number of other reasons for why they are wanted. Maciol said “a lot of work” goes into researching and choosing the 10 most wanted. He noted that their position on the list is not based on severity, the number positions are arbitrary.

Fugitive No. 5, Adrian D. Liggins, 22, of Utica, was taken into custody on an open warrant Thursday morning, authorities said. Liggins was wanted since June 2020 on a charge of second-degree possession of a weapon. Deputies said he was found in a residence in Main Street in Whitesboro and was taken into custody. Liggins is scheduled to appear in County Court.

Most Wanted:

1. Michael J. Torres, age 20, is wanted on charges of strangulation and second-degree possession of a weapon.

2. Joseph A. Styles, age 31, is wanted on a charge of third-degree possession of a controlled substance.

3. Trevor McDonald, age 65, is wanted on a charge of second-degree assault. According to Utica Police, McDonald stabbed his brother in the back with a knife in Utica on July 14, 2020.

4. Wyzetta T. Henderson, age 36, is wanted on a charge of second-degree robbery.

6. McKensley O. Sanders, age 34, is wanted on a charge of menacing a police officer.

7. Sarah J. Vaugh, age 38, is wanted on a charge of second-degree assault. According to Rome Police, Vaughn struck a neighbor with a set of bolt cutters during an argument in Rome on Feb. 12, 2020.

8. Richard S. Bryant, age 43, is wanted on a charge of third-degree possession of a controlled substance.

9. Marino A. Medina, age 47, is wanted on a charge of second-degree assault. Medina was part of the 2018 and 2019 Most Wanted lists. Authorities said Medina, of Utica, is wanted for an attack in 2016.

10. Craig A. Jackson, 36, is wanted on a charge of third-degree possession of a controlled substance.

Human trafficking: Myanmar among worst offenders, US says

Listed as a Tier-3 country, Myanmar can be denied aid. Washington accuses the Asian nation of hindering UN measures to fight human trafficking. According to the US State Department, Burmese officials are involved in prostitution and exploitation of people. Child soldiers remain a major issue.

Yangon (AsiaNews) – Myanmar is among the countries that most contribute to the exploitation and trafficking in human beings, this according to a report by the US State Department.

The US accuses Myanmar of using child soldiers and violating the human rights of Rohingya Muslims. It also says that some Myanmar officials are involved in prostitution.

The US State Department released its 18th annual report on Trafficking in Persons Report, which looks at 187 countries and territories and ranks them into four tiers, with Tier 1 being the best and Tier 3 the worst.

Tier 1 countries meet US minimum standards. Tier 2 have made significant efforts to do so. Tier 2 Watch List includes nations deserving special scrutiny. Tier 3 countries do not fully comply with the minimum standards and have not made any commitment to do so. Countries on the last ranking can face sanctions, including restrictions on US and international aid.

The US has accused Myanmar of interfering with the fight against human trafficking by not allowing the United Nations to enter into child demobilisation agreements with ethnic armed groups (EAGs).

The State Department claims that Burmese women, especially from ethnic minorities, “are increasingly transported to China and subjected to sex trafficking and domestic servitude through forced marriages to Chinese men”.

On the positive side, the report also states that compared with the previous years, this year Myanmar is raising awareness and taking more actions against human trafficking and child soldier recruitment.

Although complaints have increased in recent years because of greater awareness, child soldiers remain a major problem in Myanmar. A 2002 report by Human Rights Watch (HRW) estimated that at least 70,000 minors (under 18) had been recruited.

In 2012, Myanmar signed an Action Plan with the UN to end the exploitation of children by its Armed Forces. Since then, the latter has taken steps to cut recruitment and has released about 850 from its ranks.

Investigation launched after 2 missing toddlers found in pond

The Seminole County Sheriff’s Office is investigating after two toddlers were found in a Longwood pond Sunday night.

Deputies say just before 7:20 p.m., they received a call about two missing toddlers who were reported to have wandered out of their house at the Highcroft Point Townhomes, off Wekiva Springs Road in unincorporated Longwood.

Officials said the two children were found in a nearby pond and were taken to a local hospital.

The Sheriff’s Office then confirmed on Monday morning that the toddlers, identified as a two-year-old and a three-year-old, are both deceased.

KCK police looking for person possibly involved in killing man and kidnapping woman

KANSAS CITY, Kan. — Kansas City, Kansas Police are attempting to locate a 27-year-old man possibly connected to a homicide and kidnapping of a woman on Saturday.

Just after 5 p.m. Saturday, officers responded to a report of a dead body near 18th and Minnesota Ave.

When officers arrived they found a deceased male in his early 40’s inside a residence.

Weekend gun violence In Chicago leaves at least 16 shot across the city

CHICAGO — Sixteen people have been wounded in shootings across Chicago so far this weekend.

A 38-year-old man was shot early Sunday in Gresham on the South Side.

He was driving about midnight in the 8400-block of South Sangamon Street when someone fired shots, Chicago police said.

He was struck on both legs and was taken to Christ Medical Center in Oak Lawn in fair condition police said.

No one is in custody as Area Two detectives investigate.

A man was wounded in shooting Saturday at a hotel on the Near North Side.

The 18-year-old was inside of a room at the hotel about 7:45 p.m. in the first block of West Illinois Street when someone walked in and opened fire, Chicago police said.

The man was struck in the leg and taken to Northwestern Memorial Hospital in good condition, police said.

Area Three detectives are investigating.

In the latest shooting, three men were wounded Saturday afternoon in the city’s Gresham neighborhood on the South Side.
The men were involved in an argument with two males about 2:30 p.m. in a building in the 8100 block of South May Street, Chicago police said.

A fight broke out and one of the males pulled out a gun and fired shots at the trio, police said.

A 36-year-old was struck in the foot and taken to Little Company of Mary Hospital, police said. The second man, 27, was shot in the thigh and taken to the University of Chicago Medical Center.

The third man, 35, was struck in the hand and taken to Holy Cross Hospital, police said. Their conditions were stabilized.

Police said the two males were being questioned by detectives.

President and CEO of Centra Health resigns

Dr. Andrew Mueller has submitted his resignation.

Mueller came to Centra in 2019, and will be moving on to be the CEO with MaineHealth in Portland, Maine this spring.

Centra’s board of directors and a recruitment firm will begin the search for Mueller’s replacement over the next few months.

Richard Tugman has been named interim President and CEO and starts immediately.

The pandemic set Centra back $79.1 million in revenues through September 2020 compared to the same period in 2019, since certain services and procedures were suspended for several months, its statement reads. Some of that was offset by $56.9 million from CARES Act grants and interest-free Medicare advance payments, which will start coming due for repayment in April.

Along with challenges and uncertainty in the wake of COVID-19, S&P analysts noted progress from Centra’s management team — including its CEO — in “cost savings and revenue cycle improvements.”

OAKLAND — A man and a woman have been arrested and charged with human trafficking of a 13-year-old girl who allegedly named one of the defendants as her pimp.

Daejon Burrise, 23, and Dynasty James, 19, were charged Friday in Alameda County with human trafficking of a minor, pimping, and pandering, court records show. They both remain in Santa Rita Jail in Dublin.

The charging records describe the victim as a 13-year-old who ran away from home in Southern California and met James on a section of Figueroa Street in Los Angeles known for prostitution. A sworn statement by an Oakland police investigator says the girl told authorities James recruited her to work for Burrise and that the two took the girl up to Oakland.

Police allege that Burrise was pimping James as well.

“Burrise supplied the victim with condoms and direction. All money that she earned via prostitution went to Burrise. James would prostitute along side of the victim,” Oakland police investigator Kathryn Reymundo wrote in court records. “Victim would voice to Burrise and James that she no longer wanted to prostitute. Burrise and James would deny her requests.”

Police interviewed Burrise and James, who admitted to knowing the victim and that she was a minor, according to the sworn police statement.

Burrise and James were arrested Wednesday in Oakland. Neither one has yet appeared in court on the charges, records show.

The NAPTIP boss who spoke at a joint stakeholders dialogue on Trafficking In Persons (TIP) and Smuggling of Migrants (SOM) at the Nigerian Immigration Service (NIS) head office in Abuja on Thursday commended the efforts of the Comptroller General, NIS, Muhammed Babandede and other agencies in the fight against human trafficking in Nigeria.
She said “We would continue to work with definite strategic approaches on policy prevention, protection, prosecution and strengthening partnerships.

“Our main areas of collaborations have been synergies in partners, joint law enforcement operations, intelligence sharing and other areas of immediate collaborations.
“Our data as far as the fight against human trafficking is concerned are all over the place so, it is a commitment for us to have it all in one place for posterity referencing.
“We have the political will to take this fight beyond where it is and we are going to take full advantage of that.”
“We need all the support we can get in that area. We are going to review our multilateral and bilateral agreements to ensure that its value is for both parties and everyone involved,” she added.

NEW ALBANY, Ohio — A law-enforcement sting targeting a human-trafficking ring in central Ohio has resulted in the rescue of eight women, the Ohio Attorney General’s Office announced Thursday.

Attorney General Dave Yost says in a news release that the women were working as prostitutes in the New Albany area. The women were arrested as part of the one-day sting, but then were allowed to speak with victim advocates while still on the scene, Yost says.

“Arresting the people who are the victims of human trafficking sounds harsh, but the complicated reality is that this often is the best way that law enforcement can help,” Yost says in the news release. “The bonds of human trafficking are often chemical chains of addiction and a hopelessness that there is no other way. This gives the survivors a chance to reset with services that are available.”

Yost said it’s hoped the women will provide information that will lead to the arrests of their traffickers.

“We look at this as an opportunity to try to help women, and sometimes children, escape prostitution and the inherent dangers that come with their exploitation,” New Albany Police Chief Jones said in the news release.

The Central Ohio Human Trafficking Task Force, the New Albany Police Department, and several other law-enforcement agencies were involved in the sting, which was conducted Wednesday.
